Creates a section from collected observations.

Parameters

name string required: The stable registry key used by section selection.
title string required: The plain-text panel title.
items System.Collections.Generic.IEnumerable<ConsoleMonster.Overview.OverviewItem> required: The observations, copied on construction.
isPending bool = false optional: Whether collection has not completed within its budget.
